Please take time for reviewing the draft and if you have any questions, 
comments, or suggestions, please provide them using comment submission

When you use the comment submission form, please fill "Commenter", 
"Page", "Line", "Category", "Comment" and "Suggested Change". You can 
leave "CID" (Comment ID) blank as it will be assigned when I merge 
feedback from members.

If you could provide your feedback by the end of Oct. 2nd JST, that will 
be very helpful for us to have discussion in the next RLMM WG TC to be 
held from Oct. 3rd 7:00 JST.
